Catalonia and Spain Sign Fiscal Peace

Catalan liberal Puigcercos warns socialist premier Zapatero fiscal peace is not just a piece of paper. Below: Politics 101: Peace Accords as the Basis of Autonomy.

Small countries negotiate. Switzerland is negotiating banking peace with bully USA. Catalonia has successfully negotiated a fiscal peace with bully Spain that ends one third of the Spanish discrimination of Catalans. Of course it helps that president Zapatero is in a minority government and that the Constitutional Court has announced for this ferragosto a decision on the Statute of Autonomy of Catalonia which will provoke a great upheaval. But the good news is that the skies are blue for the moment. Catalan liberal Esquerra president Joan Puigcercos, the only party providing cover for the ruling socialists in Catalonia and Madrid apart from the communist rump, explains why he signed the fiscal peace:

“It’s a convinced yes because I was conscious of the difficulties present in negotiating this accord. It wasn’t easy within the present self rule system and it wasn’t easy to rise about the median. This is the first time it happens. We are not at the peak, we have simply reached the end of a very difficult stage. We have cut back one third of the fiscal deficit of Catalonia. The Finance Ministry in Madrid was still saying we could not reach a deal because this generated a comparative grievance with other communities. There is nothing guaranteed in this life and even less so when dealing with Madrid. We must be conscious what terrain we are traversing. This is not a vote of confidence. The confidence is in the Catalan side who negotiated the accord. The accord guarantees that more than 28% of total financial resources will be for the government of Catalonia, that we will be above 105 of the median and that in absolute numbers we will obtain close to 3.8 billion euros more. Catalonia will have as much as the sum of Andalusia and Madrid. This finance system will be renovated every five years. If Catalan conservatives and Christian Democrats believe that in other circumstances they are capable of exceeding this, of course they will have our support. But in the current situation, within this structure of the State, we have reached the limit. What we must now do is get ready for the next stage. The central government  is not ready to yield any more. Now is the time think about our right to decide on our own, especially on our money. We have saved the legislature (of the Zapatero minority government), but there is a sentence announced soon by the Constitutional Court and the Catalan government will have to react if the basic structure is attacked. There will be tensions. Some people distrust Spain and wonder whether all that is written in the accord will ever be honoured. The first to distrust is myself.

Catalunya i Espanya signen la pau fiscal

Els paisos petits negocien. Suissa negocia la pau bancària amb l’USA predominant. Catalunya ha negociat a bon terme la pau fiscal amb l’Espanya predominant que acaba amb un terç de la discriminació espanyola dels catalans. És clar que ajuda que el president Zapatero tingui un govern minoritari i que el Tribunal Constitucional hagi anunciat una decissió en ple ferragosto sobre l’Estatut d’Autonomia de Catalunya que provocarà un gran enrenou. Però les bones notícies són que fa bon temps de moment. El president dels liberals catalans d’Esquerra Joan Puigcercós, l’únic partit que dóna suport als socialistes al poder a Catalunya i Madrid apart de les restes comunistes, explica per què ha signat la pau fiscal:

“És un sí convençut perquè era conscient de les dificultats que hi havia per negociar aquest acord. No era fàcil amb el marc estatutari que teníem i no era fàcil poder-nos situar per damunt de la mitjana. És la primera vegada que s’aconsegueix. Això no vol dir que hàgim fet cim, senzillament que hem complert una etapa molt difícil d’assolir. Hem retallat una tercera part del dèficit fiscal de Catalunya. El ministeri d’Hisenda de Madrid encara deia que no hi podien arribar perquè generava un greuge comparatiu amb altres comunitats. En aquesta vida no hi ha res garantit i menys quan parlem de Madrid. Siguem conscients de quin terreny trepitgem. Vot de confiança ni un. Confiança en la part catalana que ha negociat l’acord. L’acord és que es garanteix que més del 28% dels recursos totals seran per al govern de Catalunya, que estarem per sobre del 105 de la mitjana i que en recursos absoluts superarem el llindar dels 3,8 bilions d’euros addicionals. Catalunya tindrà el mateix que la suma d’Andalusia i Madrid. Aquest sistema de finançament el renovarem, és quinquennal. Si CiU considera que amb una altra conjuntura són capaços de superar això, tindran el nostre suport. Amb aquesta conjuntura, amb aquest model d’Estat, hem fet cim. Ara el que ens hem de preparar és per a una nova etapa. L’Estat dóna fins aquí. Ara hem de pensar en el dret a decidir, començant pels propis recursos. Hem salvat la legislatura (del minoritari Zapatero), però hi ha una sentència del Tribunal Constitucional a la cantonada i el govern haurà de reaccionar si toca les parets mestres. La tensió hi serà. Hi ha gent que recela d’Espanya i que tota la lletra s’acabi complint. El primer que en recela sóc jo.”
