If England Votes No to Europe

Below: The United Kingdom won’t remain united for long if Little Englanders persist in wanting out of Europe.

The English, not the Scots, not the Welsh and certainly not the Irish, want out of Europe. Walter Ellis, a Northern Irish writer, tells the Little Englanders, gloating at the “British” Olympics, how it will be for England alone in the world:

“The 200-kilo gorilla in the room that is normally said to represent the EU has begun, in the fevered imaginations of British Europhobes, to take on the qualities of a raging bull in a china shop. The EU is a monster, trampling over ancient freedoms without exhibiting the one quality that would make such a rampage even vaguely acceptable –increased prosperity for all. From the “patriotic” British perspective, what matters most is the primacy of the City of London must be protected (though tell that to the Americans) and Westminster has to remain the sole font of fiscal and legislative authority, consistent with a thousand years of history dating back to Magna Carta. That’s not how I see it. I foresee a Europe taking the big decisions that involve trade, border control, defence and the economy, leaving social legislation and non-fiscal areas of government, including education, health and criminal justice, to national parliaments. A bit like the United States, in fact. The British way of life would carry on much as now. Bizarrely, perhaps, we could be the Texas of Europe. It is often forgotten in the UK that the the British Government is one of the most powerful in Europe. Its opinions should matter no less than those of Germany and France. The reason why this so often isn’t so is that Britain consistently opposes the views of practically all of its partners. We are frequently in a minority of one, yet somehow contrive to present the majority verdict as “undemocratic”. That was never going to work. You can’t set yourself outside the mainstream and then complain about the direction in which things are going. Make no mistake: if Britain votes to quit, it will not be allowed back. There are undoubtedly those in Europe who would welcome the removal of the British cuckoo in their nest. But once gone, the British will find the door behind them closing with a slam. In time, Britain and France will be required to give up their permanent seats on the UN Security Council. These will go to the EU and India. That is practically a given. It is not as if the UK, with an army of less than 100,000, can call itself a world power. World banking will come to centre on New York and Frankfurt. The City –increasingly regarded by Wall Street as a nuisance as well as an anomaly– will do its best to present itself as the maverick Third Way. But, shunned by America and lacking privileged entrée to the reformed European market, the likelihood is that it will find itself increasingly cut out of many of the biggest international trades. Will the emphasis be on creating an all-new Britzerland? Will Scotland walk away? Can Britain be Canada to Europe’s United States? A Britain that has walked away from Europe will be left to get on with its life largely undisturbed. To borrow from Robert Walpole, on that day they will be ringing their bells; later they will be wringing their hands.”

Si Anglaterra vota no a Europa

El Regne Unit no seguirà unit massa temps si els nacionalistes anglesos insisteixen en marxar d’Europa. Primera foto: La il.lusió de l’or: els cavalls són d’or però la col.lecció olímpica de Gran Bretanya queda empetitida, no tan sols per Amèrica i Xina, sinó per la Unió Europea, amb quatre vegades més medalles i el doble d’or.

Els anglesos, no els escocesos, no els gal.lesos i segur que no els irlandesos, volen marxar d’Europa. L’escriptor nordirlandès Walter Ellis explica als nacionalistes anglesos, que treuen pit de les Olimpíades “britàniques” com serà per Anglaterra quedar aillada al món:

“El goril.la de 200 quilos a la sala que habitualment representa la UE ha començat, en la imaginació febril dels euròfobs britànics, per assumir les qualitats d’un toro rabiós en una terrisseria. La UE és un monstre, diuen, que trepitja les velles llibertats sense mostrar la qualitat que faria la cursa ni tan sols vagament acceptable amb l’augment de prosperitat per a tots. Des de la perspectiva “patriòtica” britànica, el que més importa és protegir la primacia de la City de Londres (encara que els americans tenen altres idees) i el Parlament de Westminster ha de seguir sent la font única d’autoritat fiscal i legislativa, de conformitat amb els mil anys d’història que es remunten a la Carta Magna. Així no és com jo ho veig. Veig una Europa que pren les grans decisions que afecten el comerç, el control de fronteres, la defensa i l’economia, deixant la legislació social i actuacions no fiscals de govern, incloent educació, salut i justícia penal, als parlaments locals. Una mica com els Estats Units, de fet. La manera de vida britànica seguiria igual com ara. Curiosament, potser, seria el Texas d’Europa. Sovint s’oblida al Regne Unit que el govern britànic és un dels més poderosos d’Europa. Les seves opinions importen ni més ni menys com les d’Alemanya i França. La raó perquè això sovint no passa és perquè la Gran Bretanya s’oposa constantment als punts de vista de la pràctica totalitat dels seus socis. Es troba freqüèntment en minoria d’una, però ho capgira presentant la decisió majoritària com “antidemocràtica”. Aixi mai es pot funcionar. No pots nedar contracorrent per després queixar-te de la direcció on van les coses. No s’equivoquin: si Gran Bretanya vota marxar, no la deixaran tornar. Hi ha, sens dubte, europeus que s’alegrarien de la marxa del cucut britànic del seu niu. Però una vegada fora, els britànics trobarien la porta tancada fermament darrere d’ells. No tardarem a veure com la Gran Bretanya i França es troben obligats a renunciar als seus seients permanents al Consell de Seguretat de l’ONU. I aquests aniran a la UE i l’Índia. Això és pràcticament un fet. No és com si el Regne Unit, amb un exèrcit de menys de 100.000 homes, pot anomenar-se a si mateixa potència mundial. I la banca mundial es centrarà a Nova York i Frankfurt. La City -cada cop més considerada per Wall Street com una molèstia i anomalia- farà tot el possible per presentar-se com la Tercera Via. Però, rebutjada pels Estats Units i orfe de l’entrada privilegiada al mercat europeu reformat, el més probable és que es trobi cada vegada més marginada de moltes de les grans operacions internacionals. S’intentarà crear una Suissa anglesa nova de trinca? Marxarà Escòcia? Podrà ser a Europa com el Canadà als Estats Units? Una Gran Bretanya que s’ha allunyat d’Europa viurà al seu aire sense que ningú la molesti. Com deia Robert Walpole, quan arribi aquell dia picaran les seves campanes, i després tot seran ais.”
