Catalonia, ever since its Subjection to the Crown of Spain, and becoming a Part of that Dominion, has always been govern’d by particular Laws of its own, independent of any other Kingdom. The French and Catalans are like Oyl and Vinegar, Interest may jumble them together for a while, but give them time to settle, and they’ll seperate. Their Aversion to each other is herditary. The People were not too well satisfy’d with the Reign of Philip. King Charles’s Interest was considerable in that Country. The People only wanted assurances of being supported to Declare in his favour. The Fleet under the command of Admiral Shovell appear’d before Barcelona. The Fleet was the most Numerous and Noblest that ever had appear’d in the Mediterenian; and the Appearance of it at that Juncture gave great Encouragement to the Catalans, who are naturally averse to the French Government. They thought now the time of their Deliverance was come. The United Powers of France and Spain made their utmost Efforts to become Masters of the Place. The Catalans were taught to believe that King Charles was their Natural and Lawful Sovereign, and likely to be supported as such by the Powers of Europe. But now we see that Affairs have taken another Turn. The Peace concluded between all the Allies and France had quite excluded his Dominion of Spain and left the People naked and defenceless. The Cause they engag’d in they believ’d to be Lawful and Just. If they are Rebels, we are the last People that should call them so, since it was, mostly by our Persuasion that People were drawn from their Obedience, tho’ forc’d to King Philip. What Reason of State we have now to abandon them, I shan’t pretend to determine, reducing them to Submission, to a Government as Arbitrary as that of France. These poor miserable People have nothing to hope from the Succour of any Power in Europe. Nowithstanding this, their Courage does not seem to fail them, they depend on the Justice of their Cause. Of what Importance is Life, when Liberty is no more; their Fathers handed them their Privileges entire for some Ages, and shall they basely give them up, and leave a Race of Slaves behind them. Their Rights, their Laws, their Privileges and Liberties no more, subjected to the Laws of Castile or the Despotic Will of their Monarch. Catalans have now no Sovereign Power to countenance, assist or protect them. Can King Philip forget his shameful Defeat in Person, under the Walls of Barcelona, and that too owing to the inhabitants? Every Defeat he has receiv’d will Goad his Resentment and all the Wrath which he has treasured up will break out, and destroy both Root and Branch of that People, who have for these Ten Years been the Cheif Occasion of the Interruption of his Reign. History will not fail to make honourable Mention of the bold Resolve of this daring People We abandon’d a People to be Destroy’d, for the Crime of adhering to our Interest, or following those Measures in Politicks, which we inculcated as Loyal and Just. I think it’s neither consistant with our Honour, nor our Interest to let them be Destry’d.

Catalunya, des de l’inici de la seva subjecció a la corona espanyola i formant part d’aquell domini, sempre ha estat governada per lleis específiques pròpies, independentes de qualsevol altre reialme. Francesos i catalans són com oli i vinagre, els interessos poden barrejar-los per un temps però si s’espera a que s’assentin es separaran. La seva aversió mútua és hereditària. El poble no estava gaire satisfet amb el regnat de Felip. L’interès pel Rei Carles era considerable en aquell país. El poble només volia garanties que seria recolzat al declarar en favor seu. L’esquadra sota el comandament de l’almirall Shovell es presentà davant Barcelona. Era l’esquadra més nombrosa i noble mai vista al Mediterrani i la seva presència en aquella conjuntura va donar molts ànims als catalans, ja per naturalesa reacis a un govern francès. Creien que el moment de la seva llibertat havia arribat. Les forces unides de França i Espanya feren els màxims esforços per fer-se amos de la plaça. Als catalans s’els hi feu creure que el Rei Carles era el seu sobirà natural i legítim, i que serien recolzats com a tals pels poders europeus. Però ara veiem que els afers han pres un altre aire. La pau acordada entre els Aliats i França ha exclós completament el seu control d’Espanya deixant el poble català nu i sense defensa. La causa que prengueren la creien ells legal i justa. Si són rebels, nosaltres anglesos som els últims que els hem de veure així perquè fou principalment per obra nostra que el poble fou extret de la seva obediència, tot i forçada, al rei Felip. Els hem ara d’abandonar per raons d’Estat que jo no pretenc pas desxifrar, reduint-los a la submissió a un govern tan arbitrari com el francès. Aquesta pobre miserable gent no té cap esperança de socor per cap poder d’Europa. Tot i així, el seu valor no l’han perdut i confien en la justícia de la seva causa. Quina importància té la vida quan ja no queda la llibertat. Els seus pares transmeteren els seus privilegis incòlumes des de temps remots i ara han de perdre’ls ignominiosament, quedant-se des d’ara com una raça d’esclaus. Els seus drets, les seves lleis, els seus privilegis i llibertats ja no hi són, subjectats a les lleis de Castella o a la voluntat despòtica del seu monarca. Els catalans ja no tenen un poder sobirà que els aculli, ajudi o protegeixi. Pot el rei Felip oblidar la seva vergonyosa derrota en persona sota les muralles de Barcelona, tot a resultes dels seus habitants? Cada derrota que ha rebut empeny el seu ressentiment i tota la seva ira acumulada per a destruir de socarrel aquesta gent que durant els darrers deu anys ha estat la raó principal de l’interrupció del seu regnat. La Història no oblidarà mai la valorosa determinació d’aquest poble valent. Hem abandonat un poble a la seva destrucció pel crim de seguir el nostre interès i per recolzar aquelles mesures polítiques que nosaltres hem inculcat com a lleials i justes. Penso que no és consistent amb el nostre honor ni tampoc amb el nostre interès permetre que siguin destruits.
