M. Valls chez les catalans d’Espagne

French premier Manuel Valls, son of an exiled Republican Catalan father and a Swiss mother, nationalised French when twenty, would never have become president in Spain. There are French-style and Spanish-style democracies. Valls defends discriminated minorities like the Jews but inaugurated with denialist Rajoy an electrical connection which discriminates against the Catalans of Spain. Just like Jews.

 

The high voltage MAT is a European project, constructed by two monopolies, REE of Madrid and RTE of Paris. There are also monopolies and monopolies. The Paris monopoly held public meetings, as is European law incorporated into French and Spanish Law, listened to the Catalans affected in France and buried the entire high voltage cable underground in its passage through the Roussillon, from Baixas to the Pyrenees. In contrast the Madrid monopoly REE has ignored all laws like a Spanish desperado. Laughing at the law, they cut up a single project into seven bits to avoid having to study real alternatives. While Frace built underground, in Catalonia REE applied the most outdated technology they use nowhere else. They buried the high voltage line at the Madrid airport. In the Basque Country they plan a 400 km submarine cable! In Catalonia one million trees felled, an absurd mountainous route instead of the normal option next to the motorway and no real choice in contrast to what they do at home in Madrid, or in the Basque Country. A submarine cable in Catalonia would be one third of the cost in the Basque Country! The Madrid monopoly REE despises Catalans. Their insolent Madrid-style brief to the Supreme Court is full of taunts at the Girona mayors and ecologists, and the CUP party, who simply demand what should be normal in a democracy, the rule of law. I went to the Supreme Court with 8 other experts, travelling on the TGV. The first lie is that the high voltage was essential. We did the entire route without using any high voltage! The MAT connected by M. Valls and M. Rajoy has an excess capacity of 93%. The Madrid monopoly, like the central government, have always admitted that it is an international connection. Their brief to the Supreme Court admits six times this is the case and, even worse, that “it is has not even been approved.” Europe does not accept the break up of a single project. What can be done now the destruction has taken place? In the case of the Rhone transfer, I advised the French government before it was undertaken not to carry it out. Now M.Valls finds himself with a fait accompli byMadrid. What can be done is to ease tensions. Girona airport should get the same treatment as Madrid airport and lay the cable underground. Likewise the towns. Since the high speed train is responsible for one third of the instability Girona, REE must compensate by renovating the low voltage net. Madrid is never far off, with or without high speed. We have all their monopolies strangling us, from paying the highest electricity price, preventing airport competition from our airports or using obsolete technologies, as obsolete as the Spanish suburban trains in Catalonia. The Madrid monopolies must learn to respect Catalans, democracy and the Rule of Law, like the French monopolies do. M. Valls should take the opportunity to tell some democratic and Catalan home truths to the denialist Rajoy.

El primer ministre Manuel Valls, català de pare republicà exiliat i mare suissa, nacionalitat francès als vint anys, a Espanya no hauria arribat mai a president. Hi ha democràcies a la francesa i a l’espanyola. Valls defensa minories discriminades com els jueus, però inaugura amb el negacionista Rajoy una connexió elèctrica que discrimina els catalans d’Espanya. Com si fóssim jueus.

La MAT és un projecte europeu, construit per dos monopolis, REE de Madrid i RTE de París. També hi ha monopolis i monopolis. El monopoli de París RTE ha celebrat reunions públiques, tal com mana la llei europea, incorporada al dret francès i espanyol, ha escoltat els afectats catalans de França i ha enterrat tot el cablejat de molta alta tensió al seu pas pel Rosselló, de Baixàs al Pirineu. En canvi el monopoli de Madrid REE ha tirat pel dret, o més aviat sense. Burlant-se de la llei, ha trossejat un sol projecte en set parts per evitar estudiar alternatives reals. Mentre França ho ha construit tot soterrat, a Catalunya REE ha utilitzat la tecnologia més antiquada que no fa servir enlloc més. Ha enterrat la MAT de l’aeroport de Madrid. Al País Basc proposa un cable submarí de 400 kms! Aquí un milió d’arbres talats, una ruta absurda per les muntanyes enlloc de la normal seguint l’autopista i cap alternativa que el monopoli REE fa servir a casa seva, a Madrid, o al País Basc. Un cablejat submarí a Catalunya seria una tercera part del cost al País Basc! El monopoli de Madrid REE se’n riu dels catalans. La seva resposta xulesca madrilenya al Tribunal Suprem va ple de burles contra els alcaldes i ecologistes de Girona, i la CUP, que simplement volen el que ha de ser normal en democràcia, complir la llei. He anat al Suprem junt a 8 altres experts en AVE. La primera mentida és que li calia la MAT. Hem fet tot el recorregut sense cap MAT! La MAT que endollen M. Valls i M. Rajoy té un 93% d’excés de capacitat. Tant el monopoli madrileny com l’Estat central sempre han admès que era una connexió internacional. La resposta al Suprem admet sis vegades que ho és i, a sobre, que “ni siquiera se ha aprobado.” Europa no accepta trossejar un projecte únic. Què podem fer ara que la destrossa ja està feta? En el cas del transvasament del Roine, abans de fer-lo jo vaig aconsellar al govern francès que no. Però M.Valls es troba amb el plat cuinat des de Madrid. Som a temps de rebaixar les tensions. Que l’aeroport de Girona rebi el mateix tracte que l’aeroport de Madrid i passi el cable soterrat. I per les poblacions. L’AVE crea un terç de la inestabilitat a Girona. Que REE compensi refent tota la xarxa de baixa tensió. Madrid no està lluny, sense Ave o no. Tenim els seus monopolis a sobre, pagant l’electricitat més cara, no deixant competir els aeroports o inaugurant tecnologies obsoletes, tan obsoletes com els trens de rodalies de Renfe. Els monopolis madrilenys han d’aprendre a respectar els catalans, la democràcia i l’Estat de dret, com fan els monopolis francesos. M. Valls aprofiti per dir-li quatre veritats democràtiques, i catalanes, al negacionista Rajoy.
